I don't know who decides it, but it is better in my opinion to have your pets microchipped. You have a greater chance of getting them back if they ever run away or get stolen.

I got my Huck micro chipped for a $20 donation at a local animal shelter, a heck of a lot cheaper than what his vet would of charged me.
