Jeanie, unfortunately several members who have participated in past GE's HAVE received nothing but dollar store items, used items. My buddy mailed out the box after the deadline, and I was one of the recipients of dollar store items and used items. There was no thought whatsoever put into the box.
I agree with others, don't let the dollar amount stop you from participating. I think all that anyone cares about is the thought and love that goes in to putting your box together for your secret buddy.
When I know I'm going about particpate in a GE, I start watching for sale items and stocking up and once I find out who my buddy is and what they would like to receive, I have a few personalized items made. And I don't necessarily send my buddy all of the items I've been buying. They can always be used in future GE's. In fact right now I have some Christmas items I've had since Christmas and hopefully will get to use them if I decide to participate in another GE. I've only participated in three and two out of the three were great. Unfortunately the last one was not so great.
