Default little yorkie

i have a female yorkie puppy that is 8 1/2 months old. we had purchased her from a breeder who is also a vet. when we purchased her the vet said she would include spaying her and installing a micro chip in her. we took her to have her procedures done last week and the vet refused to do them because of her weight. she did not want to put her under. she is 1.8 lbs. i know that that is small but man. she ran all kinds of test on her and everything came back normal. we were told when we bought her to expect her to be around 4 lbs. when grown. i don't see it. she eats well, acts frisky like a yorkie. has anyone ever had one this little? my last one was 3.5 lbs. and i thought that was small. i know people like to throw around that name tea-cup (and i know there is supposed to be no such thing) but this girl is a thimble.
