This is not always true. The shelters around me sell dogs (and cats) are at not spayed or neutered. It is my biggest gripe about them. My FB feed is full of my animal loving friends posting pics of animals available in Genesee & Lapeer county, and the majority of them are listed at not spayed or neutered. It sickens me.
