hi , i went thru this with my boy who is also 6 months old.
You are right, never punish for going potty on the floor.
This will only scare him.
What i did was put an x-pen in my living room , he has his litterbox and some toys and his water dish.
I kept putting him in his box and said go potty if he actually did i said good boy and gave him a treat. It took awhile and a lot of treats but he finally got it.
Now he uses it 100 %. For now he is still in the x pen.
If your boy was using his pads then he already knows but for whatever reason has strayed from the pads so will need to confine him to an x-pen till he goes back to the pads.

I don't if having him nuetered will make him use the potty pads more easily but it certainly won't make it worse.
