That looks like a little pre-teen girl to me. No breasts and no well-defined facial features, head largish to the shoulders and body. Those shoes look like the gangly-type things little girls wear these days. Blow the picture up and it has all the features of a young girl. There are discussions about this picture on the web and most describe the female as a girl/child.
