Oh, get him to the Emergency Vet now. He could have ruptured causing a leak in a lung vein/small artery or one in the brain and it is slowly bleeding and may begin to clot, then dislodge and go to his heart, lungs, etc. A fall from that high up for a little guy puts extreme pressures on the tiny delicate parts of a puppy as they slammed inside his body when he hit the ground, causing a tear or rupture anywhere within his body. His liver could be bruised, his heart, and he need steroids and support ready and waiting in case he crashes. There may be occult or frank fractures that he is too shocked to show and his acting normal is just canine stoicism, masking many awful things that can be wrong. He may have lucked out and truly had nothing serious happen but I would have him at the Emergency Vet being x-rayed, neuro/ortho and full checkup while keeping him for observation until all danger periods of time have passed. Please take him in right away.
