On the one hand, I agree with your husband. On the other hand, an argument could be made that teaching them to speak on command as pups may be helpful in teaching them to be quiet on command.

Max let out one little bark in his first 6 months. When he was neutered, he barked his way out of the vet's office. Then he was quiet again until he was a year old. He is an alarm barker now.

Teddy was quiet until he was almost 2. He can be very talkative in the car.
