Yes...top knot first, then second band on bow unless you are dividing the top knot into 2 sections, then band the front half, apply the bow, then band together with a 3rd band.

Since the bands already broke, if you want to re-band, can you de-glue or otherwise remove the embellishments, then apply new bands (2, or maybe 3 so there are spares...get the little bands), then re-apply the embellishments?
