Some disease bugs are airborne or come from other dog's sneezing, etc., that could take place contemporaneously in the cleanest of rooms. A tick, for instance, can crawl from one dog's cage to another over a relatively germ-free surface. A young dog often hasn't built up much of his own immunity as I understand and can contract illnesses or parasites from another dog in the room for which there is no vaccine. I would protect him for now until your vet clears him for public socialization.
