One occurrence of a few drops of blood in an adult wouldn't be an emergency (usually). But this is a very small pup. Any amount of soft stool can potentially dehydrate pup and blood isn't a good sign. Could be stress. Vaccines aren't finished, so that's a concern. I would call the ER and ask them to assess the situation over the phone. If they want you to come in, don't hesitate. If they say it can wait, watch closely throughout the night and go in the morning. I would definitely call and ask and not just wait.
