I know it is sad isn't it, but if a breeder sells directly to the public they don't need to have a licensed kennel, therefore no inspections. Most people don’t bother to sue, so these horrible breeders go on and on and usually sell on open registration to other back yard breeders perpetuating the genetic illnesses.
