Default Severity of LP

Hi,
My younger yorkie was limping/not using one of her back legs all the time and I took her to the vet today and he said she has LP. He said it was grade 2, but it is a low cost place and they didn't take x-rays or anything, this was just his assessment from feeling it. But since being home it keeps moving back out of place every time I fix it. From what I have read [on YT and the web in general] as far as the levels go it seems like she is more of a grade 3 since it keeps happening, but this is just as of today. I was wondering if people who have more experience about this could let me know what they think.

She is only 10 months old and he said surgery won't be an option until she is at least 1 and done growing. I have contacted the place I am probably eventually going to do surgery here in Houston. I just I guess was wondering how urgent do I need to make this? [In your opinion of course]
