I guess a longer tongue does tend to come out of the mouth if the muzzle is too short to contain it sometimes, especially if the dog is relaxed. My Tibbe is a rather short-muzzled Yorkie and he has a rather short tongue but the tip of his often shows when he is concentrating on something.
