I hope your friend knows how to try to help a puppy mill dog. There is some information here on YT that you could print out to help her. It's a slow process trying to get them to learn how to live in the real world and to trust.
I was reading that some puppy mills get shut down but the owners just start up in another state or county. You would think they could think of some other way to make money!
