The best time to tell a groomer you did not like the grooming is when you pick the dog up. It can be hard to do because you and they are usually in a hurry. A good groomer should be experienced enough to know how to control a young frightened dog. If the pup is nervous you just do a simple cut. The only excuse for an uneven cut would be if there were mats in the coat. You don't pay a "professional" to make your dog look like an uneven mess or to do the exact opposite than what you requested. Don't feel bad about stating how you feel about the cut. You are the one having to pay for an unprofessional hair cut.
