Practice in the house first, is good advice. We often teach Umbilical tethering. Please stop carrying your puppy. Jasper needs to learn to follow you. Hook a regular cloth leash to the pups harness never a collar and the other end to your wrist. Just do what you normally do, when you walk say the pups name with the cue word, Jasper, Let's Go; and go. Don't worry if you have to drag him a little at first, go slow and praise like crazy when he follows. It won't take him long to watch and follow you. A weekend of tethering will lay the foundation for teaching your puppy to heel. When you are sitting on the floor and your pup is tethered to you pretend to nibble a doggy treat or squeak a toy to get his attention. Cue with, Jasper Come and gently give the leash a tiny tug if he is not coming to check out the treat and or toy. This is a great way to begin teaching the cue COME. I think the book written by Sarah Hodgson Dog Perfect would be helpful to you. The whole idea is to teach, train and encourage, never to punish. Hope this helps.
