Teddy did the same thing. We had to kind of push him along to give him the confidence for the walk. We did it by having one person get behind him and push his bum while the other person was in front with some meat (chicken breast) to entice him. We were very upbeat and made walking "fun" -- it really didn't take more than a couple of times before he was trotting along. He is a great leash walker but still a little intimidated by "the outside world" - some dogs are just different.
