I've never had this problem, but I think my first step would be to try and "walk" him in the house on the leash...even try tethering in the house. Get him used to the fact that he is supposed to follow you when you move. And of course if he is resistent, you need to find something that will help him move...get down low, call, clap, lay on the floor, use a treat, bring out a toy...anything that will attract him to you.
