It can be but that's why you have to pay attention to the behavior. I know what triggers the shakes in Brandi, any unfamiliar environments or anything she doesn't want to do like go outside in the rain to potty or bath time or the vet's office or the groomers. If she shakes for any other reason, then yes I would be worried.
