i hear ya, oscar will not use potty pads .
washable or disposable.
i keep him in an x-pen and i bought a new litter box
using the grate method instead of a pad.
i have to watch him closely because although he will potty in the box
he does not go to it on his own.
it will be awhile i think.
maybe you could try a different method with bella.
i think maybe some dogs just don't like the pads..
