Puppies generally have watery eyes because of Cutting Teeth. It should calm down once all the permanent teeth are in.
A Change in diet and water could also help. This helped Taycie a TON with watery eyes. I currently use Gerber Baby Water. I get it at Walmart.
There is also a thread about Gerber Baby Water on here that also have had good success with it.
