It looks like the comb lifts the hair while the scissors cuts it; so much depends on how sharp the scissors are and how well the comb lifts the hair. For a dog who can't stand the noise, it might be okay, but you could probably get the same results with a regular scissors and just lifting the hair with your fingers.
