There is probably something about the way she walks her that she doesn't like. Ask her to show you how she walks your little one - and note - it could be a bit different than the actual walk as some people might be a bit tense or even scared walking a dog by themselves or be a bit militant where they might not show that to another person - not sayin' that is the case here, but might consider it. Maybe the new walker is afraid of running into big dogs or something out in the neighborhood alone and is conveying that down the leash to the dog. Be sure she is not holding the leash taut the whole time - things like that - and give her some very high-value treats such as broiled chicken pieces-or anything - even a squeaky toy if that is high-value to this baby - and have her coax her into moving forward and give her a treat and much, much praise, together with a loose leash the moment she cooperates. Then coax her forward with a slightly tense leash and a treat out in front, and the moment she steps forward, relax the lead and coax her on with the treat as far as possible and treat, praise. Repeat and she will keep responding. But when a dog lays down like that, there is something about their walking experience that they do not like and it may be she is fearful of outside with that person - doesn't have the sense of that person really being in charge or something. Work with her using something to make her want to move off her position more than she wants to stay there and see if you can't get her mind onto the food instead of whatever it is she is unhappy with in with her present walker.
