Thank you for the replies guys.

Yesterday chatting with a friend who owns a Yorkie-boy and has been longer than us here told me that to shave is the norm. Her baby boy has the silkiest hair and has been shaved before without her consent as well. The Schnauzer cut is the most popular and like so many other businesses here in Korea the professionalism of the "groomers" is questionable. "Remember, this is a country where dogs are on the menu". A sad reminder.

I comb Lucy everyday, she does get some tangles under her legs but nothing some little patience can't solve. Is not that I hate to shave her I would if that's the better choice but it's really not at this time, it's really cold right now. Besides, back home really good groomers get all kinds of challenging cases and they put their skills to work. Just to bath and shave every single doggy is just being lazy and the service is not cheap either.

Maybe in the bigger cities like Seoul they have better choices for pet owners, I will still be looking for a place where I feel she's treated with TLC and that I could recommend in the future. But in the meantime I will follow your advice to partner up with hub and cut her hair when needed.

Here a picture when she was shaved the first time and a picture of her now.
