In my opinion you need to take the matter with your daughter as far as possible (beyond a bad review on Trip Advisor). I would definitely make a police report, did the hotel property file an incident report?
I would start with the Property Manager, put your complaint in writing to him/her ask for a copy of the incident report (if there is one). My next step would be going to their corporate office and the police and wherever.
When I read you post I felt horrible for your daughter, I am glad you were there for her.
