Also, when I referred to 'responsibility' not seeming to work, I was referring to exotic pet ownership specifically, as they are the ones who jeopardize everyone else's safety by releasing exotics instead of finding proper locations when they can no longer care for them...and that ("owners") includes 'importers' who cannot sell them after bringing them here as well.
