How did the person get her that did the rescue? Was she in the pound and they pulled her? Is this person a Yorkie person or just rescue in general?

A better food for her would be natural balance than Iams. Iams has to much corn and besides they do live animal testing on products. I boycott any Iams products. I would mix some wet with the dry as your first order of business is to get her to eat.

If you wave your arm over her head does she duck?

Just because she is skiddish and refuses to go to people does not mean she was abused. A couple of mine do this and they were not abused. Some time these things take time to figure out.
