I'm thinking of getting the medium Pet Gear because it's more secure than Snoozer and I like the look better. Looking on the internet I don't think they make a small. I'll check measurements. Do you all think the medium Pet Gear is too small overall? Charlie is 4.5 mnths and 4 lbs.

Is the 15x18" the inside or outside measurement?
