I'd agree -- if you're not in a fenced yard, keep them on the lead. It's more work, but I can't count the number of times I've read stories of Yorkies being hit by a car. My dogs are real good off-lead, and I let them off at the park on a daily basis. But in front of the house, where they can reach the street, I keep them on lead 99 percent of the time. I'll occasionally break the rule and let them walk to the car off-lead, but it's dumb and I know better.
