Time to put Macy on a halter and lead, when she is out with the pup. If she goes to attack pup, firm no, correction, and put her in her crate for a time out.
Your pup is way too young to go out, but you can try walking one on each side of you, if she behaves, then she gets a treat, and so does the pup. That would be walking indoors.
