I've owned 2 Yorkie pups and both behaved like that their first year before mellowing out. All I can suggest is to increase walk time and increase brain time. Pick a time every day where you work on tricks or obedience or something that makes them think. That can wear them out almost as much as exercise.

I find routines are important. If the dog knows that walk time is at this hour and learning time is at that hour, they learn to relax in between. Good luck! It will get easier.
