Is the olive oil shampoo a brand shampoo or a homemade concoction? Did the flaking coincide with the start of using this shampoo and conditioner?
I would try another brand and make sure you rinse the shampoo out thoroughly. Shampoo residue can cause flaking and dry, itchy skin.
If this doesn't help and if your pup is very itchy or appears to have any other skin problems, talk to your vet about allergies.
