At my girlfriend's house he is the dominant one. He jumps all over the Westie, climbs on his head and keeps pushing his butt in the Westie's face. That said, they both get along fine -- dominant behavior but no aggresive behavior.
I'll leave the band on at my girlfriend's house except when he goes out. Here, I'll just put it on at night.

I would clean the area with an enzymatic cleaner (Nature's Miracle or similar) and if the pads were there before he started this, yes, if not, no.
