What about different letterboxes like I suggested above.

Could you baby gate bottom of the stairs? My cats are going to be 14 and 12 this year. They have no problems jumping the gates. The gates are for Golden containment not yorkie- He is still learning manners around cats.

You could teach "leave it" with respect to the litterbox. None of mine will litter pick.
