No, the 3 step one I have does not sit out that far and it's about 23" high. I had a very high profile bed with a memory foam mattress pad so I actually took my off my metal frame from the bed and sat the mattresses on the floor. The steps are now 2" inches below the top of the bed. I guess you need to measure to see how big the top step will be once the steps are next to the bed. There is a 4 step version. I have one side of my bed against the wall and a trunk at the bottom of my bed so she is safe. It's not the most human convenient but I'm more concerned about her.
They are very sturdy and the specs say they will hold up to 150lbs though I haven't tested them for that.
