Default Should I be worried about this?

I had Marley (16 weeks old) groomed on Wednesday. On Thursday I took him back to the breeders for her to sit (she has 5 other dogs) for the day as the family had to go out of town for the day for a funeral. Thursday evening when we returned I noticed he was acting strange. When outside he will walk a few steps then sit, walk a few steps then sit, walk a few steps crouch and sit. He also keeps looking towards his bottom and sniffing and biting at it. My husband and I both have inspected his bottom and feces and everything looks normal. He also only does this outside and not inside.

Why is he doing this?
Is it because the groomers shaved his bottom for the first time? If so, it seems he would be used to it by now (2 days after groomers) and done this on the day he was groomed; which he didn't.

Did something happen at the breeders? Should I call breeder and ask if anything unusual happened? I did notice when we got him home that evening around 5:30 and gave him dinner, he ate double what he normally does.

Other than this odd behavior he seems fine, playful, full of energy, eating is normal. I'm just really worried.
