I was going to suggest this also. If you are not able to crate or confine the little one, then you need to be following her around and when it looks like she is ready to go potty, say something - like uh-uh-uh, scoop her up and either take her outside and put her on a pee pad. You have to be diligent and consistency is the best policy. Good luck!
