You can always go up the chain of command with both vendors. Be polite, but consistent, and make sure the person you are talking to has the power to do what you want (say, issue you a full refund).

Also, it's old fashioned, but it works: write a letter to the president of the company (or, uh... the postmaster general?) saying how terrible the service is and how you will never use them again. 99% of the time you'll get a refund + something extra.
