My yorkies do both. They´ll go in the pee pads inside when its raining or when its cold and they also go when i take them to the yard or outside. By now they pee in either place and o dont have any accidents inside my house...sometimes they will even poo in the pad if they are not able to go outside...it is a matter of being consistent in training your yorkie where you want him/her to potty.
