It is confusing to a dog to try to train for both. If you want your puppy to go outside then you need to be taking it out at every time it looks like it may need to go. You cannot let any puppy go unattended in the home no matter which way you are training.
It has been my experience that once a puppy is trained to pee pads it is difficult to get them to change to going exclusively outside.
When Gracie was a puppy she used the always use the pee pads as long as she was near them when she had to go. I made sure she was always near them when she was not confined.
If you want to your puppy to go outside sometimes but use pee pads when you are gone then train her for the outside but put a pee pad station near the door that you take her outside so if she/he has to go while you are gone she can go there. If you are using an exercise pen to confine when you are not watching her make sure you put a pee pad in there so she knows what to do with it.
