Omg The allergy delima

Well I think moose might be allergic to wheat, can that be. I have her on the "authority harvest baked", good stuff no corn, joint suppliments, ect. Compared it to stuff like merick, innova ect. Well now she has started itching and bitting at her front legs, and I know that can be a sign of food allergies, she doesn't do too much outdoor stuff so I don't think it is an allergy to plants. So would the wheat be causing the problem? I have started looking again at foods. I like the harvest baked because it was good and relativly inexpensive and could be foung at petsmart but now I might be rethinking food. One thing I am woundering is how improtant is it that I get a food that has the glucosimine and condrotin in it and how much protein it too much? The harvest baked is 24% should I go with something lower? She's a year old now and is on adult formula and I have read other post about food choices, but no one really had an opinion on the tow questions I had.
