In general small dogs have their first heat between 5 to 7 months, 5 been about the earlier, so you girl is more or less in schedule, I recomend that you wait until she is done and then two more weeks, then schedule a spay, is very risky to spay a bitch in heat, she can bleed to death on the table. so unless she has had contact with an intact male and is at risk of an unwanted pregnancy, i would wait..
you can put a doggy diaper on her they sell them at the pet store and that will keep her from staining and over licking. if you have any questions please call your vet..
