My Mylee does this too. With her, I think it is a trust issue, and she is anxious in other ways too. I do not accept this behavior because if she were to ever get out the door, I am afraid I wouldn't be able to catch her for her safety with her shying away from me like that. I've spent hours on end training her to come, sit, and stay while I reach down to either pet her, or pick her up. She absolutely does not get a treat unless she sits completely still while I approach her, pet, her or pick her up.
