From what I've read, trainers recommend that marking issues be treated like housebreaking failures. Go back to the beginning. Watch him like a hawk. Don't give him the opportunity to potty inappropriately. This may mean keeping him contained when you can't watch him. When he marks, say no and whisk him to the appropriate spot for peeing. When he does it right, praise heavily and give a treat.

Belly bands will help protect your house, but they aren't likely to help with breaking the habit.
