I have put the harnesses over the clothes...when I wasn't planning on them being on leads...for things like 'relief' walks. If they are going to likely be on a lead at some point, I put a harness under the clothes, and then just clip the lead to the harness through the 'slot in the garment. The harness is almost undetectible.
