Every state has their own regulations and laws on puppies and how old they need to be before they can be released to the new owners (forever homes/families.) Check your area and that relay that information to the breeder. She may be breaking the law is she insist on you taking her sooner.
Here in Ohio it is at 8 weeks. Each individual breeder may choose to keep them longer for the health and well being of the pup.
