Default canine deciduous tooth in 9 mo old yorkie

Our little Leo whom we just adopted is 9 mos old and has 1 baby canine still hanging in there behind the adult canine. Also some of his adult teeth have not erupted after losing his baby teeth. Does anyone have any wisdome regarding this? Also, he throws up foam if he does not eat for 3 or more hours. He is fine once he eats some of his dry food. Hypoglycemia?
