I have a friend who tried to train her chihuahua with a litter tray and it didnt work out for a few reasons.It was hard for the pup to get in and out of the tray (especially at first) and sometimes it couldent get in in time and peed outside which was messy when it all went under the tray.Also,the pellets would stick to its feet and they would end up all over the place.She tried cutting the tray down a little but that didnt work either,when the pup did the poop walk (when they twirl as they poop) the poop would fall out anyway.
I use the pads and they are great,when they get soiled,you just fold them up and throw them away
