Sorry your mom had to deal with such a heartbreaking experience but you have to understand that dogs are animals and as such can some become aggressive towards each others pups.

The other female may be the alpha female and seen the pups as a threat.
In some species the dominate/ alpha female is the only one allow to mate and produce.
If another female mates and has a litter, the dominate one will kill them.

It is also not uncommon when a dominate female is in heat to attack another female and sometime kill her.

It’s better to keep females and their pups separated from each other unless you are right there to supervise any and all interaction between them.

If your mom keep the female I would be a little concerned that this trait could be passed on to any offspring she produces.

I’m sure that those who choose the pups will be heartbroken but it best to be honest and explain to them what happen. I hope the other pup will be ok.
